Florida Institutional Legal Services, Inc. (FILS), is a not-for-profit organization with the mission of providing civil legal assistance to people incarcerated in Florida's state prisons, county jails and mental health facilities. Due to our limited size and resources, as well as the enormous demand for assistance, we focus our efforts on systemic reform and impact litigation.
